Project Circle Consortiums
Driving Progress Through Collaboration
Creating a circular PVC economy requires collaboration across the entire value chain. Project Circle works with partners across industry, technology and research to develop and scale innovative recycling solutions for PVC.
CIRC-PVC
Advancing Circularity for Construction Waste
Completed in 2025, CIRC-PVC demonstrated how construction and demolition waste can be transformed into high-quality recycled PVC through an integrated value chain.
The project delivered valuable insights into collection, sorting, logistics and advanced recycling, helping lay the foundations for future industrial deployment.
Partners
The consortium brought together partners from construction, waste management, sorting technology, recycling, manufacturing and academia, including Entreprises Générales Louis Duchêne, Vanheede Environmental Logistics, ROVI-TECH, ECO-DEC, INEOS Inovyn, Avient Corporation (Belgium), Centexbel and the University of Liège.
Key Outcomes
- Improved selective collection of PVC waste
- Advanced sorting solutions validated
- High-quality recycled PVC (rPVC) successfully produced
- Environmental benefits confirmed through life cycle assessment
DISSOLV
Unlocking Circularity for Complex PVC Products
Completed in 2026, DISSOLV demonstrated how some of the most challenging PVC waste streams, including flooring, tarpaulins and carpets, can be successfully recycled.
The project enabled materials previously considered non-recyclable to be recovered and reintroduced into the value chain through advanced dissolution technology.
Partners
The consortium brought together partners from flooring, textiles, chemicals, recycling and research, including Beaulieu International Group, Sioen Industries, Empire Carpet, INEOS Inovyn, ExxonMobil and Centexbel.
Key Outcomes
- Pilot-scale recycling successfully demonstrated
- Legacy additives effectively removed
- Recycled PVC reused in demanding applications
- Closed-loop recycling achieved for plastisol-based products

CIRC-ADD
Advancing Circularity for PVC Waste Containing Legacy Additives
Starting in October 2026, CIRC-ADD is a three-year collaborative project focused on unlocking the full value of co-products generated through advanced PVC recycling.
Building on the success of CIRC-PVC, the project aims to recover and valorise materials extracted from PVC waste, helping create new circular pathways for additives, mineral fillers and metals. These developments will support the future industrial deployment of advanced PVC recycling technologies in Europe.
Partners
The consortium brings together partners from recycling, waste treatment, sorting technology, water treatment, research and academia, including INEOS Inovyn, ROVI-TECH, Revatech, Revalio, Centexbel, Université libre de Bruxelles (ULB-4MAT), the University of Liège (PEPs) and Ghent University.
Key Outcomes
- Advanced sorting solutions for PVC waste containing legacy additives
- Recovery of valuable materials extracted during PVC recycling
- Development of recycled PVC-based materials for high-value applications
- Environmental benefits assessed through life cycle assessment
